John,
Doing this can make IE very unusable. However to turn Java off you need to go in to the IE properties (right click on the desktop IE icon), then go in to security, then custom level. Once in there click on all the Java related items so that they are disabled. You will also have to disable scripting and quite a lot of the active X functions as well.
Once you have done this it you may come across web pages that you cannot view what so ever as the Java needs to work before any page can be displayed. A lot of site now have a Java index page that determines what browser you are using and redirects to the relevant page - if all Java is turned off then that won't work and you'll get a 500 server error or page not visible due to current security settings!

Go to internet options/security. Select trusted sites and set the level of that to medium(click on default level first). Then select custom level and scroll down to scripting and disable it. Then add http://65.108.99.49/ to the trusted sites (uncheck https option in there too). Hey presto javascript enabled on every page except this forum :)
